On the eve of the signing of a mjor trade agreement between the United States and China, a suspected spy escapes from Chinese custody, aided by the CIA, and takes refuge in the US Embassy in Beijing. A celebration is planned at the Embassy on the Fourth of July to commemorate the agreement, and the Americans fear that the Chinese Secret Service will use the event as cover to recapture the spy. The Embassy calls in reinforcements, specifically Agent Ditto, to help thwart the Chinese. But the circumstances of Ditto's arrival and briefing are very mysterious, and Ditto himself begins to doubt who he works for. Is the American government in charge, or are the US interests being controlled by 'The Chinaman', a shadowy underworld figure who strikes fear into everyone's hearts?
